Government launches consultation on the right to control
The Government is introducing a new right for disabled adults. The right will give disabled people greater choice and control over the support they receive. This is being led by The Office For Disability Issues (ODI) and will be tested in 8 Trailblazer areas.
What is the Right to Control?
The Right to Control is about disabled people having control over the support they need to go about their daily lives. The Trailblazers will test the Right to Control for the following funding streams.
Independent Living Fund
Access to Work
Work Choice
Housing related Support
Disabled Facilities Grants
The Right to Control will be aligned to Adult Community Care
The Trailblazers
Eight areas will test Right to Control these are called trailblazer areas
On 25 February 2010, the government announced the eight local authority areas that will test the Right to Control. They are:
- Barnsley Metropolitan Borough Council and Sheffield City Council
- Essex County Council
- Greater Manchester, this includes Manchester City Council, Oldham Council, Bury Council, Stockport Metropolitan Borough Council and Trafford Council
- Leicester City Council
- London Borough of Barnet
- London Borough of Newham
- Redcar and Cleveland Borough Council
- Surrey County Council (Epsom and Ewell Borough Council and Reigate and Banstead Borough Council).
How will the Right to Control work?
Disabled people who are eligible for support will be told how much money is available to spend on that support.
They will be able to decide how the money is spent, by saying what service they want and / or being given money to buy the support themselves. They will have the choice to have as much, or as little, direct control over the money as they are comfortable with. It will be up to each individual to decide what is right for them.
The consultation on the Right to Control
ODI launched a consultation on the regulations which govern the Right to Control Trailblazers on 25 February 2010. The consultation closes on 19 May 2010. This includes proposals to amend the ILFs Trust deed for applicants and users in the Trailblazer areas.
Trailblazer authorities will be responding to this consultation. ODI would also like to hear from:
- disabled people and their organisations, particularly those working in Trailblazer areas (listed above)
- voluntary organisations
- service providers and their representative bodies.
