1 93 FUND SUMMARY

1.1 By 30 June 2002, there were 8265 clients in payment (or with suspended payments). This represents an increase of 1024 clients or 14% since 30 June 2001. Another 808 had outstanding offers and 965 were awaiting decision. (Table 1)

1.2 691 applications had been received since 1 April 2002, of which 6 were in payment or suspension, and 97 had outstanding offers. Although the number of new applications put into payment during this period appears low, it is worth noting that during the same period in 2001, 24% of applications received had been processed, whereas by 30 June 2002, 29% of applications received had been processed. 493 applications were awaiting decision.

1.3 51% of all award cancellations since 1 April 2002 have been because of client death. Another 23% were because of admission to residential care. (Table 3)

1.4 Of applications since 1 April 2002 rejected before a VSW assessment visit (i.e. 'disallowed'), 71% did not receive higher level DLA (Table 4). This figure has fallen by 9% since 30 June 2001. It is possible that this positive trend may be related to the increased work the Fund has undertaken in providing Local Authorities with information and guidance on application criteria. 77% of applications were rejected after a VSW visit as the client subsequently requested to withdraw from the process. (Table 5)

1.5 The average award in payment is 230 per week. This has increased by 15.00 since 30 June 2001

1.6 Current clients: (Table 6)

are evenly divided across gender; 3492 are under 36 years of age.

29% have severe learning disabilities (16% of those with learning disabilities are known to have Downs Syndrome). 16% have multiple sclerosis and 15% have cerebral palsy.

41% are living with parents and 28% are living alone.

82% are in receipt of Income Support and 29% have carers who receive Invalid Care Allowance.

Compared with 30 June 2001 there has been little variation in these figures.

1.7 Distribution of current clients by region:

 

              

1.8 Current clients by local authority: (Table 7)

All local authorities (excluding Corporation of London) have 93 Fund clients. The maximum density in any single authority is 74.4 per 100,000 population. The average is 16.5 an increase of 4.5 since 30 June 2001.

The 20 LAs with the highest densities of clients are as follows. 11 of the 20 are in Wales, 6 in Scotland and 3 in England:

Since 30 June 2001 there have been a number of significant changes within the Top 20. Most notably, Pembrokeshire has moved from 19th to 6th position with an increase of 17.7 clients per 100,000 of the population.  East Renfrewshire has also moved significantly from 8th to 4th position, an increase of 13.8 clients per 100,00.

Three Local Authorities have joined the Top 20 since 30 June 2001: East Lothian, Coventry and Gwynedd.

As a result of the increases in these three areas, Rotherham, Flintshire and Shropshire have all fallen out of the Top 20.

Wrexham remains at the Top of the table despite a decrease of 7.2 clients per 100,000 of the population.

2 EXTENSION FUND SUMMARY

2.1 By 30 June 2002, there were 7652 Extension Fund clients in payment (or with suspended payments), a decrease of 705 clients since 30 June 2001. The average award is 184 per week.

2.2 55% of all award cancellations since 1 April 2002 have been because of client death. Another 19% were because of admission to residential care.

2.3 58% of clients are female, 29% are under 36 years of age and 18% are over 65. There has been little variation in these figures since 30 June 2001.

2.4 90% are in receipt of Income Support an increase of 4% since June 2001

The maximum density of Extension Fund clients in any single authority is 84.5 per 100,000 population and the average is 15, which remains unchanged compared with 30 June 2001. The 20 LAs with the highest densities of clients are as follows. All four N. Ireland Boards, eight Scottish, seven English and one Welsh authority make up the 20.

 

Despite obvious decreases in numbers throughout the regions there has been relatively few changes to the positioning of Local Authorities. The Eastern Board of Northern Ireland has joined the table since 30 June 2001 with Islington falling from the 20th position.
